Midtown Construction Acceleration Expands
On Wednesday, April 15, we initiated accelerated construction on a second segment of the project. We appreciate the support of business owners as we work to fast track construction operations.

Virginia Street is closed to all traffic from Liberty Street to Center Street/Mary Street. Through traffic going southbound on Virginia Street is detoured at Liberty Street. This closure is effective 24 hours-a-day, seven-days-a-week until April 30, 2020. This date is based on businesses potentially re-opening.

Virginia Street from Mt. Rose Street/Holcomb Avenue to Mary Street/Center Street is newly paved and reopened to one-way southbound traffic. Two-way traffic continues on Virginia Street from Mt. Rose Street to Plumb Lane.

Side streets and sidewalks are open so people can access essential businesses and pick up to-go food orders from Midtown restaurants.

Transit Detour:
RTC’s Route 1, RAPID Virginia Line, and UNR-Midtown Direct will detour northbound on Holcomb Avenue and Center Street, and southbound on Liberty Street to California Avenue to Forest Street to Mt. Rose Street. Check route and schedule information at rtcwashoe.com.

Midtown Construction Acceleration Expands
The RTC and SNC are continuing to accelerate construction operations on Virginia Street. As business closures due to the COVID-19 pandemic have been extended through the end of April, the project team has identified another opportunity to fast track the project.

Beginning Wednesday, April 15, Virginia Street will be closed to all traffic from Center Street/Mary Street to St. Lawrence Avenue. Through traffic going southbound on Virginia Street will be detoured at Liberty Street, but vehicles accessing businesses will be directed by flaggers to access Virginia Street up to St. Lawrence Avenue. This closure will be effective 24 hours-a-day, seven-days-a-week until April 30, 2020. This date is based on businesses potentially re-opening.

Also beginning on Wednesday, April 15, the segment of Virginia Street that was previously closed to traffic, from Mt. Rose Street/Holcomb Avenue to Mary Street/Center Street will reopen to one-way traffic. Two-way traffic will continue on Virginia Street from Mt. Rose Street to Plumb Lane.

Side streets are open so people can access essential businesses and pick up to-go food orders from Midtown restaurants.

Adjusting the schedule and resources to complete removals now, while most businesses are closed, will result in fewer impacts when businesses are able to reopen. The project team is working with businesses to accommodate deliveries from their vendors, customers to pick-up to go orders and safely access businesses.

Transit Detour:
RTC’s Route 1, RAPID Virginia Line, and UNR-Midtown Direct will detour northbound on Holcomb Avenue and Center Street, and southbound on Liberty Street to California Avenue to Forest Street to Mt. Rose Street. Check route and schedule information at rtcwashoe.com.

Construction Safety

Governor Sisolak’s Emergency Directive 003  designated construction operations on critical infrastructure as essential. At the RTC, contracted construction crews fill a critical role in building and improving regional roadways.

SNC crews are taking health and safety seriously during the pandemic by following the Nevada Occupational Safety and Health Administration’s (OSHA) COVID-19 guidance for construction operations.

The following health and safety measures are in place:

  • Construction workers practice social distancing by being six feet away from each other.
  • Management has scaled down crew sizes and requires social distancing at meetings.
  • Workers eat meals separately in their vehicles or in areas that allow at least six feet of separation.
  • Crews avoid carpooling.
  • Crews avoid common-use water coolers.
  • Workers are asked to wash their hands frequently with soap and water.
  • Construction crews are provided portable bathroom units with wash basins and soap for thorough hand cleaning.
  • Crews are provided bottles of disinfectant and wipes for tools and vehicles.
  • Crews are provided hand sanitizer.
  • Workers must stay home if they exhibit any symptoms consistent with a cold, flu or COVID-19.

About the Virginia Street Project:
The Virginia Street Bus RAPID Transit Extension Project will improve safety and provide better access, enhanced transit service and improved mobility for everyone. UNR-Midtown Direct is a temporary route connecting the University to Midtown until the project is completed and the extension of the RAPID Virginia Line service permanently takes its place. UNR students, faculty and staff can ride UNR-Midtown Direct for FREE with a valid UNR ID. At this time, the RTC is recommending transit use for essential trips only.

Frequently Asked Questions about Virginia Street Construction Acceleration

Q.  What construction activities are accelerated?
A.  Crews are accelerating construction on the Center Street to Mt. Rose segment of the Virginia Street Project. Roadway removals, installation of new roadway base and paving will take place during this period. There will still be additional construction work that will take place in this segment after this closure, including striping, utility raising, landscaping and other enhancements.  These same construction operations will still need to occur on Virginia Street from Liberty Street to Center Street. The segment of the project from Liberty Street to Center Street is on schedule to be completed later this fall.

Q.  How are these operations accelerated if they were already planned?
A.  The section of Virginia Street between Center Street and Mt. Rose Street is closed entirely to vehicular traffic at this time, allowing the team to work on the entire width of the roadway at once instead of half at a time. The new sidewalks in this section are open to pedestrian traffic. These operations were originally scheduled for mid-April.

Q.  What is the time savings?
A.  Approximately a five to six-week reduction in construction schedule in the Center Street to Mt. Rose segment is anticipated.

Q. What happens after the accelerated improvements between Center Street and Mt.  Rose Street?
A.  Crews are currently working on roadway removals on the west side of Virginia Street. The roadway section of Virginia Street between Liberty Street and Center Street will be removed and paved. The team is still working on roundabout construction at Mary Street and Center Street; construction of new transit stations on Virginia Street; installation of new curb, gutter and sidewalk, landscaping; and roadway improvements near the University of Nevada, Reno.

Q.  Is there traffic control? 
A.  Virginia Street is closed to traffic from Mary Street and Center Street (roundabout construction) to Mt. Rose Street. Traffic is detoured to Holcomb Avenue. Traffic will continue to be one-way southbound on Virginia Street from Liberty Street to Center Street. After April 17, (if businesses are allowed to reopen) traffic between Mary Street/Center Street to Mt. Rose Street will be one-way, southbound only until construction is complete in this section.

Virginia Street Project Team to Expedite Construction Operations

Virginia Street to Close to Traffic from Mt. Rose Street to Center Street
In response to recent events, RTC and SNC are working to accelerate impactful construction operations on Virginia Street. The Project Team has reached out to many of the business owners in Midtown who are supportive of the plan to expedite construction operations.

Beginning Saturday, March 21, 2020 at 6 am, Virginia Street will be closed to though traffic from Mary Street and Center Street (roundabout construction) to Mt. Rose Street.

Traffic will be detoured to Holcomb Avenue. There will be no through traffic for this section of Virginia Street, but side streets will remain open so people can access essential businesses and pick up their to-go food orders from Midtown restaurants. This closure will be effective 24 hours-a-day, seven-days-a-week until April 17, 2020. This date is based on businesses potentially re-opening, per the Governor’s mandate. Traffic will continue to be one-way southbound on Virginia Street from Liberty Street to Center Street. After April 17, traffic between Mary Street/Center Street to Mt. Rose Street will be one-way, southbound only until construction is complete in this section.

The Project Team received inquiries from business owners asking if accelerating construction during this time was a possibility. This past week, the Project Team reached out to Midtown business owners within the project boundaries between Mt. Rose Street and the Mary Street/Center Street intersection to determine if they would support closure of Virginia Street within this section to accelerate construction activities. Business owners expressed strong support of the plan to expedite construction operations.

Crews have already started the removal of the roadway’s deteriorated asphalt on Virginia Street. Beginning on Saturday, March 21, construction operations will progress to close Virginia Street between Mt. Rose Street and Mary Street/Center Street. Closing Virginia Street to all traffic in this section allows crews to remove the entire roadway at once, instead of half of the roadway at a time. These construction operations were originally scheduled for late April. SNC anticipates this may result in a five- to six-week time savings for this segment of the project.

RTC Operations and Transit Services

RTC Transit:
Governor Sisolak has classified transit as an essential community service. Heightened awareness of coronavirus may cause service delays, and we apologize for any inconvenience. The RTC is making adjustments as needed to continue serving our customers.

The RTC 4TH STREET STATION North Building, South Building and Customer Service window will be closed to the public indefinitely to minimize public interaction in the interest of everyone’s safety. Customer Service can be reached by calling (775) 348-RIDE (7433). To purchase tickets, Ticket Vending Machines are located outside of 4TH STREET STATION on the middle island near Route 15 and Route 5 as well. Tickets can also be purchased by downloading the Token Transit app on your smartphone or mobile device.

Transit passengers can continue to expect the increased frequency of our sanitization and disinfection practices using a strong disinfectant approved for use against COVID-19 (novel coronavirus) on our transit vehicles and at RTC transit centers. RTC Administrative Offices

The RTC remains open for business, but effective Friday, March 20 at noon, administrative and transit customer service offices will be closed to the public to minimize potential exposure to and transmission of COVID-19. The public is asked to reach out to RTC’s departments by phone or electronically using the email addresses below. Calls and emails will be answered during normal business hours, Monday through Friday.

Disaster Assistance for Small Businesses

The Small Business Administration (SBA) is now offering low-interest disaster loans for working capital to those that are in need of a cash infusion in order to forestall layoffs or shut downs. These loans are also available to non-profit organizations. The loans may be used to pay fixed debts, payroll, accounts payable and other bills that can’t be paid due to the economic impact of this pandemic. The loans provide a maximum of 30 years for long-term repayment. Terms are determined on a case-by-case basis. Deadline to apply to December 17, 2020.

Applicants may apply online, receive additional disaster assistance information and download applications at https://disasterloan.sba.gov/ela. Applicants may also call SBA’s Customer Service Center at (800) 659-2955 or email disastercustomerservice@sba.gov for more information on SBA disaster assistance.

  • Crews are lowering utilities on Virginia Street from Mt. Rose Street to Center Street to prepare for paving operations in April. Traffic is one-way southbound only on Virginia Street from California Street to Mt. Rose Street.
  • Installation of infrastructure for RAPID transit stations.
  • Roundabout construction on the westside of the roundabout is in process on Virginia Street at Center Street and Mary Street; Center Street is closed at Virginia Street.
  • Construction of new curb, gutter and sidewalks is taking place at multiple locations along Virginia Street, between Center Street and Liberty Street. Crews are removing the old sidewalks along the western side of Virginia Street, between St. Lawrence Avenue and Liberty Street to make way for the new improvements – wide sidewalks, street trees, and street lights. For your safety, please use boardwalks that have been placed throughout the construction areas to provide access to businesses.

RTC Provides Free Transportation on St. Patrick’s Day

The RTC is marking 17 years of providing a safe transportation choice to help people celebrate St. Patrick’s Day responsibly with the FREE Safe RIDE program. Scheduled RTC transit services will be free on Tuesday, March 17 from 4 p.m. until 2 a.m. Keep in mind, not all locations are served by transit, so the RTC recommends passengers check route and schedule information at rtcwashoe.com to plan a trip.

Midtown Design Review Committee Presentation
If you weren’t able to make it to the February 19 Midtown DRC Meeting at McKinley Arts & Culture Center and want an update on the Midtown enhancements and the bike rack and bench locations, please check out the presentation.

The artistic benches and bike racks will be placed along the Virginia Street corridor between Liberty and Plumb, in the Midtown District and RTC project zone. Locations will be limited by sidewalk space and accessibility requirements.
